POSITION SUMMARY
The Program Data Manager will lead the management of data systems and data quality related to all Inspiration Corporation’s services. The Program Data Manager will support programs and services to ensure timeliness and accuracy in data collection and reporting to internal and external stakeholders. This role will collaborate with program teams (i.e. Housing and Homeless Engagement Services, Foodservice and Employment Training, Jericho Scholarship, food recovery and future projects), and the Development team, to build and champion a culture of data integrity and demonstration of impact through data organization-wide, including assessment, skill-building and continuous improvement.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Database Management   
  • Serve as Administrator of Wellsky, the agency’s internal data system. Manage Wellsky activities including but not limited to adding providers, tracking licenses, creating and removing users, designing custom reports, and creating assessments and sub assessments. Update existing reports and assessments as needed.
  • Participate in database-specific training and engage with Wellsky representatives or consultants on a regular basis for guidance on improving and developing the agency's data entry platform in support of current and future programming.
  • In partnership with program leadership, serve as one of the HMIS Agency Technical Administrator’s (ATA) to the Continuum of Care (CoC) ensuring organizational compliance and alignment with Housing and Urban Development (HUD) and CoC standards. Promptly respond to all related inquiries and action items from the CoC.
  • Work with agency leadership to ensure assessments are up to date and in alignment with funding data standards, including those of HUD and other public funders. .

Reporting
  • Develop and provide reports of program activities, demographic information, etc. to key stakeholders.
  • Provide reporting and dashboard to Senior Leadership Team and program staff monthly to identify trends, issues with data collection or performance and opportunities for improvement.
  • Contribute to the timely and accurate completion of reports to public funders (i.e. HUD, IDHS, DFSS, etc.)
  • Support Development team with timely and accurate data and reports for grant proposals, communications with donors and other stakeholders.
  • Support agency leadership in developing structures for efficient data collection and accurate reporting.
  • Develop visualizations, dashboards, and reports using tools such as Power BI and Tableau.

Staff Training and Support 
  • Provide Technical Assistance to staff and respond to staff tickets in a timely fashion.
  • Provide training and timely support to program staff on key data changes, system changes, reporting, and other key activities or updates in Wellsky, HMIS and other data systems. 
  • Represent the agency to outside organizations, including coalitions, non-profit entities and others on matters related to outcomes and evaluation.
  • Share emergent trends and best practices with leadership to promote a culture of excellence in data management. Serve on Leadership Team.
  • Lead organization-wide integration of new software platforms/workflows, including but not limited to Scans (formerly SkanPoint), to enhance operational efficiency and data management. 
  • Lead or support other quality assurance/safety efforts, such as participating in, conducting and/or documenting fire drills, etc.

Quality Improvement 
  • Meet with program, development, and executive staff to understand data needs and current data collection methods.
  • Recommend and update internal protocols, policies and procedures to ensure timely data-collection continuity and quality across the organization as needed.  
  • Conduct scheduled data audits to ensure accurate and complete data collection. Identify and follow up with program leads to address data quality issues. 
  • Support program management with administration, updates, and quality assurance in data systems as required by funding partners, including federal, state and local systems.

Program Evaluation and Data Analysis 
  • Aggregate and analyze feedback and other data from key stakeholders (participants, landlords, employers, etc.) to identify strengths and opportunities for improvement.
  • Maintain knowledge of best practices and emergent trends in reporting in the organization’s areas of activities and services.
  • Collaborate with senior leadership to engage in program improvement and evaluation in support of accountability requirements (monthly/quarterly/annually) and programmatic goals as needed.

EDUCATION, EXPERIENCE & SKILLS

  • Bachelor’s degree in data analytics, social work, human services, public policy or a related degree or six years of relevant experience.
  • Experience in data monitoring, including identifying and resolving data issues and discrepancies. Experience working with data analysis software (e.g. Excel, SPSS).
  • Strong written and verbal communication skills and the ability to foster strong cooperation across teams.
  • Skilled in using data to tell a story, including the ability to explain analytical results and present statistical data to diverse groups (e.g. participants, staff, board members, etc.) in an organized and clear manner.
  • Ability to teach others how to use a system or application and how to interpret and use data effectively.
  • Experience writing multi-step guides, SOP’s and or policies and procedures.
  • Ability to manage competing deadlines in a timely fashion, including quick response to tickets.
  • Experience accessing, analyzing, editing and creating reports in WellSky’s HMIS and/or ServicePoint system strongly preferred.
  • Knowledge of the supportive housing and homelessness service sector, workforce development, government funding, and the data, research and trends that support this work preferred.
  • Experience entering and extrapolating data from funder platforms (SAGE, IL homeless reporting portal) preferred.

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.  The working environment may include shared offices, remote work or hybrid work model with remote and office hours scheduled.  The housing program is located at Inspiration Corporation’s main office and shares workspace with the agency’s meals and homeless engagement services programs. Maintains standard office hours. Attends evening, weekend, and early morning meetings and functions as required.
